Veteran Readiness & Employment

The Veterans Affairs (VA) Veteran Readiness and Employment (VR&E) program, formerly known as Vocational Rehabilitation and Employment, provides critical services to veterans with service-connected disabilities. Its mission is to assist veterans in achieving their employment goals through training, education, and rehabilitation. VR&E offers a range of support tailored to the individual needs of veterans, such as career counseling, skills training, and job placement services. The program includes five primary tracks:

  • Reemployment,
  • Rapid Access to Employment,
  • Self-Employment,
  • Employment Through Long-Term Services, and
  • Independent Living for those unable to work due to their disabilities.

Veterans are assessed to determine the most appropriate track based on their interests, skills, and the severity of their disability. The services provided can include financial assistance for educational pursuits, adaptive equipment for work-related tasks, and specialized job placement programs.


Additionally, the VR&E program helps veterans transition from military to civilian careers by addressing barriers to employment and ensuring they have the necessary skills to thrive in the workforce. This program plays a crucial role in the reintegration of veterans into society, enhancing their economic independence and overall well-being. Through VR&E, veterans gain access to the tools and support needed to succeed in civilian careers despite the challenges posed by their disabilities.

    Food Protection Online Course (NYC)

    The Food Protection Course trains individuals in food protection practices to ensure the safety of the food served in New York City's food establishments. The NYC Health Code requires that there be at least one supervisor certified in food protection on site any time a food service establishment and non-retail food processing establishment is operating. Completion of this course and passing of the final exam satisfies that requirement.


    Food Handler Class (NYC)

    This online Food Handler Class contains meaningful content informed by standards, information, and data published by the US Food and Drug Administration (FDA), Food Safety and Inspection Service (FSIS) of the US Department of Agriculture (USDA), the US Department of Health & Human Services (HHS), the Centers for Disease Control and Prevention (CDC), the Occupational Safety and Health Administration (OSHA) and State Public Health Departments.

  • General Vendor License (NYC)

    NYC Department of Consumer and Worker Protection (DCWP)


    A General Vendor license is required for anyone that will sell, lease, or offer to sell or lease goods or services in a public space that is not a store.

    Please note: The maximum number of General Vendor Licenses that the New York City Department of Consumer and Worker Protection (DCWP) issues to non-veterans is limited by law to 853. DCWP’s waiting list for non-veteran applicants is currently closed. The waiting list will not re-open for further registration until DCWP has run through the current list of non-veteran applicants.


    Only the following individuals may submit an application for a General Vendor License:

    • an individual with a valid waiting list number issued by DCWP
    • an honorably discharged veteran residing in New York State
    • the surviving spouse or domestic partner of an honorably discharged veteran residing in New York State

    A General Vendor license is not required for the following activities:

    • selling newspapers, periodicals, books, pamphlets or other written material
    • selling artwork including paintings, photographs, prints and sculptures
    • selling food. Please note that food vending requires a license from the Department of Health and Mental Hygiene.
    • selling items at a garage sale on private property
    • selling merchandise from a booth or stand at an authorized Street Fair (e.g., street fair, block party, or festival). Please note that a Temporary Street Fair Vendor Permit is required to sell merchandise at an authorized Street Fair.
